To allow additional time for industry readiness for AT&T 10DLC SMS launch, here are the official timelines:
- AT&T begins migration of DCA/aggregators to the AT&T class based 10DLC on February 1, 2021.
- AT&T Pass through MT fees will be applied to March 2021 traffic for invoicing in April 2021.
- AT&T does not plan to block traffic as of February or March simply because it is un-registered.
* 1. Class “T” allows for un-registered traffic to continue to be delivered at a rate of $0.004 per MT.
* 2. This is to allow additional time for scaling of the registration process to handle the number of brands to be registered.
* 3. As of June 1, 2021, the grace period for unregistered traffic ends and unregistered traffic as of June 1, 2021 is subject to being blocked.
- There are no fines associated with the AT&T 10DLC product offering associated with the February product launch or March rating dates.

New - Shared Short Codes – Timeline
- As previously communicated, Shared Short codes will be banned upon availability of 10DLC as a sanctioned A2P messaging channel.
- Enforcement of this policy coincides with the grace period of unregistered 10DLC campaigns and begins June 1, 2021.
New - 10DLC Onboarding Documentation
- - AT&T is working on more detailed documentation for assistance and continuity of onboarding of 10DLC campaigns.
- - The document will include:
- * 1. Class matrix including final through put per class; trouble reporting information; various contact information; guide for submission of specific/unique uses cases.
- - This documentation is targeted for distribution on or about February 1, 2021.
Update - Single Short Code Invoice
- - Short Code SMS/MMS and FTEU pass through fees was consolidated on a single monthly invoice.
- - AT&T is working internally to resolve billing issues that arose with the initial transition.
Update – COVID related Short code Waivers
- - Existing approved Waivers for Short Code related messaging pass through fees are extended through March 31st, 2021.
